usergroup privileges

can i set a custom usergroup and give this group specific privilages?!?!? if yes, how?

So here's the problem. I wanted to add the !online commmand privilages to all groups so i added it like it says but it doesnt work (in the groups.cfg just by simply addding ,online to the end). so it looks like this

name = "Player" 
commands = "session,vote,yes,no,forgive,tki,stats,fun,help,admintest,time,nextmap,uptime,sysinfo,info,me,ff,cmdlist,online"

is that correct?
