!COMMANDS don''t work HELP :S

hello people,

I've got a great cod4 server everything works..except the !commands ingame.
when I join as a player in my server none of the !commands are working.
when I login in "MAM TCP console" and go to chat and type !commands, then it works
but how do I "Enable" it for players in the server in-game?
