Russian font only shown as question marks

Good day!
Help with encoding. Running a cod4 server that works under Ubuntu14 64-bit, start GSManager. But not the Russian font, question marks, trying to edit automessages.json, instead of "^5This Server is running ^4GSManager <VERSION>^5, visit our Website at: ^4www.GSManager.de" write in Russian, in game in the chat when running GSManager Russian font instead of question marks.

Encoding utf8 (without BOM) encoding such was by default, also just tried utf8 and ANSI , russian font only shown as question marks. Not that does not change.
Tried to run mam_0.11.5 with a Russian font, all is well. Question marks only in GSManager
